Integrated Transport & Logistics Authority (ITLA)

SYLLABUS

Context: The Union Cabinet has approved the establishment of the Integrated Transport & Logistics Authority (ITLA) as a Special Purpose Vehicle (SPV) to strengthen integrated planning, research, project appraisal, monitoring and impact assessment across India's transport and logistics sectors. 

About Integrated Transport & Logistics Authority (ITLA)

• National apex institution: ITLA will function as the apex institution for integrated transport and logistics planning, research, project appraisal, monitoring, impact assessment, policy support and data analytics. 

• National Transport Master Plan: It will prepare a comprehensive National Transport Master Plan with a planning horizon of 10 years or more, covering roads, railways, ports and shipping, civil aviation, inland waterways, coastal shipping, urban mobility and logistics.

• Alignment of transport plans: ITLA will evaluate short-term sectoral plans of around five years and annual plans of transport Ministries to ensure their alignment with the National Transport Master Plan and promote multimodal infrastructure development.

• Project appraisal and monitoring: It will undertake technical appraisal of Government of India infrastructure projects costing ₹500 crore or more. Financial appraisal will continue through existing mechanisms. ITLA will also monitor projects above ₹500 crore, provide a coordinated mechanism for resolving implementation issues and conduct post-implementation impact assessment. 

• National Transport Data Repository: ITLA will create a National Transport Data Repository (NTDR) by integrating datasets from sources such as GSTN e-way bills, FASTag, Vahan, GPS-based systems and urban traffic-management systems. It will undertake analytics such as freight-flow and Origin-Destination (O-D) analysis for planning, monitoring and impact assessment.

• Policy, research and capacity building: ITLA will advise and assist in reviewing and updating the National Logistics Policy (2022) and promote research, innovation, capacity building, training and skilling in transport and logistics. 

Understanding India’s Integrated Transport and Logistics Framework

• Integrated transport planning: Transport infrastructure functions as an interconnected network rather than as isolated modes. Efficient movement of people and goods may require coordination between roads, railways, ports, waterways, aviation and urban mobility, particularly at points of multimodal transfer and first- and last-mile connectivity.

• PM GatiShakti National Master Plan: Launched in 2021, PM GatiShakti provides a GIS-based, whole-of-government framework for integrated infrastructure and network planning, bringing together Central Ministries and States/UTs for coordinated infrastructure development. It focuses on synchronising infrastructure projects and improving multimodal and last-mile connectivity. 

• National Logistics Policy: Launched in 2022, the NLP complements GatiShakti by addressing the logistics-services side of the ecosystem — including process reforms, regulatory and digital systems, standardisation, human-resource development and skilling. Platforms such as the Unified Logistics Interface Platform (ULIP) support digital integration across the logistics sector. 

• Role of ITLA: ITLA is intended to add an apex institutional layer for long-term transport planning, technical appraisal, project monitoring, impact assessment and integrated transport-data analytics. Thus, it is designed to strengthen and complement the existing GatiShakti–NLP framework rather than replace either initiative.

Need/Significance of ITLA

• Breaks institutional silos: Provides a common institutional mechanism for coordinating planning across multiple transport Ministries, agencies and modes, addressing fragmentation in infrastructure development. 

• Strengthens multimodal connectivity: A unified long-term transport plan can align investments across road, rail, ports, waterways, aviation and urban mobility, improving connectivity and infrastructure utilisation.

• Enables data-driven decision-making: The NTDR can integrate previously dispersed transport datasets and support freight-flow and O-D analysis, enabling better project planning, monitoring and impact assessment.

• Improves project outcomes: Technical appraisal, coordinated implementation monitoring and post-project assessment can help identify bottlenecks, resolve inter-agency issues and improve the effectiveness of major infrastructure projects.

• Supports logistics competitiveness: Better multimodal integration and infrastructure efficiency can help reduce logistics costs and enhance India's global logistics competitiveness, contributing to the country's Vision 2047.
