India-Mauritius bilateral cooperation

Context:

India-Mauritius are building bilateral cooperation in the field of Personnel Management and Governance.

Key highlights of the meeting

  • A bilateral meeting was held between the Department of Administrative Reforms and Public Grievances (DARPG) and the Ministry of Public Service of the Republic of Mauritius on the visit of the External Affairs Minister (EAM) of India.
  • During the meeting, the issues of collaboration in personnel administration, governance, and capacity-building programs for Mauritius Civil Service officers at NCGG were discussed. 

The areas of collaboration India-Mauritius 

  • Sharing good governance practices 
  • Exchanging information in personnel management and governance 
  • Organizing capacity-building programs for Mauritius Civil Service officers.
National Centre for Good Governance (NCGG) to Conduct Capacity Building Programs for Civil Servants of Mauritius.

  • A senior-level delegation from Mauritius is expected to visit India in September 2024 to further the collaboration.

The National Centre for Good Governance (NCGG) 

  • It was set up in 2014 by the Government of India as an apex–level autonomous institution under the Ministry of Personnel, Public Grievances and Pensions. 
  • NCGG deals with a gamut of governance issues from local, state to national levels, across all sectors.

India-Mauritius bilateral relation

  • India established diplomatic relations in 1948 with Mauritius, even before its independence in 1968. 
  • India was represented by an Indian Commissioner in British-ruled Mauritius between 1948 and 1968 and thereafter, by a High Commissioner after Mauritius became independent in 1968.
  • In 1987, India established the Indira Gandhi Centre for Indian Culture (IGCIC), which is India’s largest cultural center abroad.
  • Since 2005, India has been among the largest trading partners of Mauritius.
  • Mauritius and India signed the Comprehensive Economic Cooperation and Partnership Agreement (CECPA) in 2021.
