They are evidence of a kind of snowball effect that characterises the formation and evolution of galaxies, which scientists believe are the result of a series of violent collisions. As galaxies fall into one another, the smaller ones are ripped apart by tidal forces of the larger, leaving behind streams and clusters of stars that don't move in lockstep with the rest of the galaxy. They also stand out for their chemical compositions, which allow astronomers to group stars that were born together and piece back their rough ages.
8.
The bureaucratic impetus for the 11.2-GW Siang Upper Multipurpose Project (SUMP) in Arunachal Pradesh purportedly comes from China's aggressive development of a 60-GW megadam in Tibet, stoking anxieties among Indian authorities over 'weaponised' transboundary waters. Beijing may be able to divert flows in the Yarlung Tsangpo river, which becomes the Brahmaputra in India, to cause drought downstream or release water en masse to trigger catastrophic floods in Arunachal Pradesh and Assam.

• The Second Administrative Reforms Commission recommended transforming them into councils of local governments, with members elected solely by local body representatives, to strengthen local self-government
