CCPA penalises Rapido for misleading advertisements

Context: Recently, the Central Consumer Protection Authority (CCPA) has imposed a penalty of ₹10 lakh on ride-hailing service Rapido for publishing misleading advertisements and engaging in unfair trade practices.

• CCPA took suo motu cognisance of Rapido’s ad campaigns:
  • “Guaranteed Auto”
  • “Auto in 5 min or get ₹50”
• Found the advertisements misleading and directed Rapido to discontinue them immediately.
• CCPA’s directions issued under various sections of the Consumer Protection Act, 2019.

• CCPA is a statutory regulatory body established under the Consumer Protection Act, 2019 and came into force on 24th July 2020.
• It is responsible for safeguarding consumer rights by regulating violations, curbing unfair trade practices, and addressing false or misleading advertisements that harm consumer interests and the public at large.

Universal Registration of Births and Deaths

Context: Recently, the Registrar General of India (RGI) asked States to take steps towards achieving universal registration of births and deaths.

• The move follows the Supreme Court’s directive declaring all government hospitals as registrars of births and deaths.
• If the event has taken place in a hospital, a medical officer in-charge is required to report it within 21 days under Section 8 (1) (B) of the Registration of Births and Deaths Act, 1969
• The RBD Act, 1969, amended in 2023, makes online registration of births and deaths mandatory on the RGI portal.
• From October 1, 2023, the digital birth certificate serves as the single document to prove the date of birth for various services such as admission to educational institutions, government jobs and marriage registration, among others.

• The Registrar-General and Census Commissioner of India (RGI) is the highest authority for managing Census operations and civil registration across the country.
• The post was formally established in 1961 under the Ministry of Home Affairs, Government of India.

• From 1948 to 1959, the Commonwealth Parliamentary conference was held biennially, and it has been held annually since 1961.

Context: Centre for Development of Telematics (C-DOT) celebrated its 42nd Foundation Day on August 25, 2025, at its Delhi campus.

• C-DOT was established in August 1984 as an autonomous Telecom R&D centre of DoT, Government of India.
• It is a registered society under the Societies Registration Act, 1860.
• It is a registered ‘public funded research institution’ with the Department of Scientific and Industrial Research (DSIR), Ministry of Science & Technology, Government of India.
• Its work involves the design, development, and technology transfer of products and solutions in optical, wireless, and switching technologies, as well as emerging areas like 5G, AI, and IoT.

Context: Recently, the Government e-Marketplace (GeM) has crossed a landmark ₹15 Lakh Crore in cumulative Gross Merchandise Value (GMV) since its inception in 2016.

• This achievement underlines the trust and confidence of buyers and sellers across India in GeM’s vision of creating a transparent, efficient and inclusive public procurement ecosystem.
• The Commerce and Industry Ministry informed that GeM has evolved into a robust digital platform, including Micro and Small Enterprises, startups, women-led businesses, SC/ST Enterprises and Self-Help Groups.

Government e-Marketplace (GeM)

• It was launched in 2016 by the Ministry of Commerce and Industry, aligned with the Prime Minister’s vision of “Minimum Government, Maximum Governance”.
• It is India’s national public procurement portal with a mission to enhance transparency, efficiency and inclusivity in procurement.
• It is a fully digital, cashless and system-driven platform that offers an end-to-end solution for all government buyers and sellers.
• The GeM Special Purpose Vehicle, a Section 8 (Non-Profit) Private Limited Company under the Ministry of Commerce, has been incorporated under the Companies Act, 2013 to develop, manage and maintain the GeM platform.
• In FY 2024–25, GeM recorded transactions worth ₹5.4 lakh crore in Gross Merchandise Value (GMV).
